Xindi Kew

Manager, Shared Impact Philanthropy

Xindi joined ACF in April 2026 as Manager, Shared Impact Philanthropy (ShIP), where her work spans setting up operational workflows and systems, onboarding new partners, and coordinating across teams on the delivery of ShIP projects. She believes sustainable growth is never just organisational – it’s personal too. For her, that means creating genuine value both for the stakeholders an organisation serves and for the individuals she works alongside.

Prior to ACF, she spent several years managing and scaling a multi-line automotive business in a lean, fast-paced environment – working closely with cross-functional teams to optimise processes and translate ideas into clear, scalable systems. That experience shaped her view that thoughtful execution is itself a form of stewardship.

Xindi holds a Bachelor of Commerce from the University of Western Australia. Outside of work, she is a corgi mum to Cola. Together, they are professional people-watchers, often found chilling in parks or at the beach.

Wei Jin Lim

Manager, Grant Administration, Grantmaking and Impact

Wei Jin brings extensive experience in the public service and social service sector where she excels in grant administration, compliance auditing, and stakeholder engagement to optimize funding processes that effectively support community initiatives.

Prior to joining ACF, Wei Jin led projects on securing funding and improving employment services for Persons with Disabilities (PWDs) through fostering strong relationships with stakeholders to ensure smooth operational processes. She also spent a considerable amount of time during her career in a regulatory background targeted in monitoring and uplifting quality standards in the education sector.

With a deep commitment to social impact and community development, Wei Jin is excited to transition into the philanthropy space and applying her experiences to drive effective grant processes to support the growing philanthropic landscape.

Dedicated and results-oriented, Wei Jin is also looking forward to developing innovative grant programs and contributes to meaningful projects that foster effective and impactful giving.

Sue Toomey

Chief Executive Officer

Sue Toomey brings over two decades of leadership experience across Asia, where she has built businesses, led mission-driven organisations, and championed social change. As CEO of Asia Community Foundation, she leads efforts to unlock greater giving across the region by connecting donors with high-impact nonprofits and creating opportunities for more informed, intentional philanthropy. She and ACF team help donors learn from one another, engage directly with frontline work, and contribute to collaborative funds tackling Asia’s most pressing issues. Sue’s career spans philanthropy, social impact, and global events—including leadership roles at Asia Philanthropy Circle, HandsOn Hong Kong, Points of Light, and The Economist. She has also launched a social enterprise in India and led brand marketing and event strategy in both the U.S. and Asia. Sue holds an M.A. in International Affairs from George Washington University and a B.A. in Journalism from the University of Southern California.

Shahira Banu

Manager, Donor Relationship

Shahira Banu believes that meaningful social change happens when communities come together around a shared commitment to giving. She is passionate about nurturing a strong ecosystem of giving; one where relationships are built with trust, generosity, and a common desire to create lasting impact.

At ACF, Shahira supports the foundation’s community of Donor-Advised Fund holders, building relationships and helping donors navigate their philanthropic journeys with purpose and confidence.

Since joining the social impact sector in 2020, Shahira has worked across different parts of the ecosystem. She began in direct service delivery, working closely with beneficiaries and communities, before moving into partnerships where she contributed to organisation-wide stakeholder engagement initiatives. She later moved into the corporate sector supporting Corporate Social Responsibility and Inclusion, Diversity and Equity efforts, strengthening giving and community impact from a business lens.

Having worked across different parts of the social impact ecosystem, Shahira brings a broad perspective to her role and values the relationships that make giving possible. She is excited to be part of the philanthropy space and believes that when giving is intentional and collaborative, it can help communities thrive and create opportunities for donors to support causes they care about.

Saleha Ali

Associate Director, Grantmaking & Impact

Saleha Ali joined ACF in October 2025 as the Associate Director of the Grantmaking & Impact team, bringing 15 years of experience across the non-profit and philanthropy sectors; focusing on strategy, partnerships, and impact management. She has led regional and local portfolios, engaging donors and partners to design and implement programmes in climate action, health and wellbeing, livelihoods, and education, bridging funding opportunities to societal challenges.

Prior to her work in philanthropy, she was involved in international development and led humanitarian operations in response to the Nepal and Aceh earthquakes and the Bangladesh refugee crisis. She has managed sustainable development projects across Indonesia, Timor-Leste, and the Philippines. She holds a Bachelor of Science (Honours) in Psychology from the National University of Singapore and has completed postgraduate training in project management, impact measurement, and humanitarian logistics.

S. Subramanian

Chief Financial Officer

Subra brings over 25 years of senior finance leadership experience across Asia Pacific and global markets. He has held CFO (Asia) and Regional FD roles with multinational organisations including Moog Inc., Essentra Plc., and Survitec Group, where he led complex, multi-jurisdictional finance operations, strengthened internal controls, and delivered sustainable financial transformations.

Throughout his career, Subra has overseen treasury and liquidity management across multiple currencies, implemented ERP and shared services platforms, and partnered closely with boards and senior leadership on long-term strategy, compliance, and governance. His work in treasury excellence has been recognised with an Asia-wide Best Liquidity Management Award.

In parallel with his corporate career, Subra currently serves on the Audit & Risk Committee of RSVP Singapore, a leading nonprofit organisation, where he supports strong governance, accountability, and trust in the use of philanthropic resources. A Singapore citizen, Chartered Accountant, CPA and Chicago Booth MBA, Subra speaks fluent Japanese and is committed to ensuring that ACF’s financial stewardship enables purposeful, impactful giving across Asia.

Priscilla Seet

Associate Director, Development and Partnerships

Priscilla Seet is a dedicated professional with over 15 years of experience in strategic partnerships and stakeholder engagement in the non-profit ecosystem. Her career reflects a deep commitment to social impact, with a focus on building sustainable funding ecosystems and fostering cross-sector collaboration.

In her past roles with Philanthropy Asia Alliance and Community Chest, she fronted high-level engagements with global and local funders across climate, healthcare, and education projects in Asia. She also managed donor and sponsor relations, expanded philanthropic support, and led major events for The Esplanade Co. Ltd., the premier performing arts centre in Singapore.

Priscilla brings a collaborative and solution-focused approach to her leadership, grounded in her background in education and community engagement. She holds a Bachelor of Arts from the National University of Singapore and a Postgraduate Diploma in Education from National Institute of Education. Her work continues to inspire purpose-driven partnerships that enable and amplify social impact through effective engagement and sustainable funding.

Martin Choo

Senior Associate, Grantmaking and Impact

Martin is a recent graduate from Yale-NUS College with a major in anthropology and a minor in urban studies. He has had experience working in various nonprofit spaces in Singapore which has allowed him to connect, understand, and learn from these communities. Prior to joining ACF, he had the opportunity to experience many roles in Singapore, from fundraising in a prominent arts and disability organisation, to working on access and community experience in a museum. He also had experience working in community building and engagement with a national non-profit organisation, enabling and facilitating learnings between non-profits, start-ups and social enterprises in Singapore.

Looking forward, he is excited to learn how bridging different communities can be scaled up beyond the shores of Singapore to the region as well as how philanthropy can play an integral role in facilitating this change.

Jimmy Oh

Senior Manager, HR & Operations

Jimmy joins the Asia Community Foundation team with more than 17 years of HR experience across various sectors, such as research & development, healthcare, higher education and most recently, the renewable energy space. Jimmy also possesses experience in organisational excellence, project management, business process reengineering, and enjoys leveraging on technology and artificial intelligence to reshape ways of working.

Jimmy is excited to join the small but mighty ACF team, with a focus to support ACF’s core HR functions and organisational development while being involved in ACF’s meaningful impact work in accelerating philanthropy in Asia.

Jia Xian Seow

Chief Operating Officer

Formerly a partner at one of the largest law firms globally and in Singapore, where her principal areas of practice were philanthropy, private wealth, and tax, Jia Xian is Director of Legal, Partnerships & Advisory at ACF. 

In her legal practice, Jia Xian spearheaded and led her firm’s Philanthropy & Non-profits practice, where she worked closely alongside funders and impact organisations on the structuring, establishment, building out and administration of philanthropic and non-profit structures and their operational activities. 

By drawing from her uniquely diverse, multi-sectoral professional experience across 15 years of legal practice, she has advised stakeholders that span the range of individuals, family offices, non-profit organisations and charities, large multinational corporations and financial institutions, as well as statutory bodies and government agencies, and on matters ranging from local and international tax, trusts and estate planning, to regulatory compliance, due diligence, and governance. 

Jia Xian is now eager to channel the knowledge and experience she has been equipped with, in supporting both ACF and its donors and partners in mobilising more purposeful giving towards the most pressing needs in the Asian region.

Jessie Tan

Manager, Finance & Operations

Janthina Tan

Associate, Grantmaking & Impact

Janthina is a recent graduate from the National University of Singapore with a major in Political Science and Minor in Economics. With a strong interest in community-driven change and the collective power of individuals to create meaningful social impact, she has built a diverse portfolio of experiences across the public, nonprofit and private sectors in supporting social impact initiatives.

She has contributed to fundraising efforts for humanitarian causes, worked closely with communities on educational initiatives both locally and overseas as well as supported projects aimed at advancing corporate engagement in social good. These opportunities have allowed her to develop a nuanced understanding of the social impact landscape and the importance of cross-sector collaboration in addressing complex challenges.

She is passionate about unlocking new pathways for giving, strengthening connections between donors and communities, and mobilising philanthropy across the region to drive lasting, inclusive change.

Geraldine Fong

Executive, Governance & Administration

Geraldine supports ACF’s Board and Board Committees through high‑quality secretariat and administrative oversight. She ensures strong governance processes, accurate record‑keeping, and smooth coordination between ACF and its governance bodies. With a keen attention to detail and a commitment to operational excellence, Geraldine plays a vital role in enabling effective decision-making across the organisation.

Gemma Byrne

Senior Director, Development & Engagement

Gemma has been working in the non-profit sector for over 20 years supporting causes across cancer research, heritage, arts, disability and youth. She has experience working with both established and start up organisations – developing fundraising and organisational strategies to grow income and impact. This includes implementation of the supporting systems, policies and processes required to achieve success.

After moving to Singapore in 2015, Gemma became the Head of Development for Wild Rice Ltd to raise funds to build a permanent home for Singapore Theatre. More recently, she was Deputy Director of Segment and Markets Development at the National Volunteer & Philanthropy Centre – working on national giving programmes and initiatives to enable positive social change.

Born and raised in Hong Kong, Gemma has now spent over 30 years living in Asia. She is passionate about purpose-driven work and building meaningful connections that can make a positive impact on the Region. Outside of work, she loves hiking and being in nature – although most of her time is spent looking after 2 kids and 2 dogs.

Ee Jean Law

Senior Associate, Grantmaking and Impact

Ee Jean recently graduated with a Bachelor of Arts with Honours from Yale-NUS College, where she majored in Anthropology and minored in Urban Studies. She has experience working in various organisations in the social impact space, starting from a Singapore-based social enterprise, where she worked with families and children from low-income and rental flat families. Prior to joining ACF, Ee Jean worked at a regional social impact network where she was part of the team that launched Southeast Asia’s first philanthropic pooled funds totaling $1 million to alleviate the impact of the COVID-19 pandemic in the region, and was also involved in the management of another single-donor fund to support vulnerable communities. She also has experience in a local philanthropic organisation, where she worked on a fund to address mental health challenges among youth in Singapore. 

Ee Jean is excited to explore how ACF can better support impact organisations in Asia to scale their impact and how we can facilitate more sustainable and impactful philanthropic giving. Currently, she is also a volunteer at Access Singapore, a Singapore-based non-profit that provides career exposure opportunities to underserved secondary school students.

Charles Tan

Deputy Executive Director, Shared Impact Philanthropy

Charles is driven by curiosity, always asking why things are the way they are and how they could be better. He believes in the power of creativity to spark new ideas and reimagine how we collaborate to shape solutions that meet real needs. And at the heart of it all is community: the people we walk alongside, learn from, and build with.

At Asia Community Foundation, Charles channels these values into leading Shared Impact Philanthropy, a new shared infrastructure that enables cross-border giving and collaboration at scale across Asia.

He brings over a decade of experience spanning social policy and programmes, sector strategy, and philanthropy in Singapore. Before ACF, he held senior leadership roles at The Majurity Trust, conceptualising and launching pooled funds and innovative funding models supporting hundreds of nonprofits, charities, and ground-up groups across Singapore. Earlier, he built the foundations of his career at the National Council of Social Service, where he pioneered new models of social services and programmes for vulnerable communities, and led implementation of the Social Service Sector Strategic Thrusts, a five-year roadmap shaping the vision and collective outcomes for Singapore’s social sector.

Charles holds a Bachelor of Social Science (Honours) in Political Science from the National University of Singapore.

Benjamin Van Son

Associate Director, Development

Ben brings deep expertise in international education and regional program management to his role at ACF. He previously led international partnerships at Yale-NUS College and managed global study abroad programs in over 15 countries.

Based in Southeast Asia for nearly a decade, Ben has worked extensively in Cambodia and Singapore. As the previous Director of Asia Operations at Princeton in Asia, he partnered with NGOs across the region—particularly in Cambodia, Myanmar, and Thailand—to support cross-cultural education and international development.

Originally from the United States, Ben holds a B.A. in Psychology from Haverford College and an M.S. in Organizational Leadership from the University of Colorado Boulder. Outside of work, he can often be found on the water, teaching ocean stand-up paddleboarding or paddling in Kallang River and Sentosa Beach.

Anna Natassha

Assistant Manager, Communication and Events

In her role as Assistant Manager, Communication and Events at the Asia Community Foundation, Anna leverages her experience in marketing, communications, and event management to support and enhance the foundation’s work in the scene. 

Prior to ACF, Anna has been part of the marketing communications team for other non-profit organisations from the Social Service and Arts Education sector. Her experience includes managing communication strategies, campaigns, coordinating events, creating content, and leveraging social media platforms to amplify the impact of the organizations she has worked with. Anna believes that through narratives and authentic perspectives, we can gain a deeper understanding of the stories from the people on the ground and issues affecting our communities.

Being at ACF, she hopes explore the Social Impact and Philanthropy space and learn how to bridging the diverse communities can expand beyond Singapore.

Out of her corporate life, Anna is an Arts practitioner with focus in cultural and contemporary dance. She is dedicated to preserving and revitalizing Malay culture in today’s times and using Art as a medium to address issues related to mental health and aging.

Alia Alkaff

Senior Associate, Development and Engagement

Alia Alkaff believes that every donor relationship is a story worth nurturing and one to be built with trust. As a Senior Associate at Asia Community Foundation, Alia helps to cultivate the donor experience from coordinating touchpoints and supporting day-to-day operations of the Development & Engagement team. 

She began her career in media and creative production, working in television and end-to-end video production before moving into the non-profit sector. At the National Volunteer & Philanthropy Centre (NVPC), she worked across marketing, programmes, and partnerships, most recently as part of the giving.sg team where she led capability development programmes to strengthen charities’ digital marketing skills. 

Alia holds a degree in Communication Studies from Nanyang Technological University and a diploma in Creative Writing for TV and New Media from Singapore Polytechnic. Outside of work, she continues to explore storytelling through writing and performing for the stage and screen, always curious about the many ways stories can connect and inspire.

Stacy Choong

Board Member

Stacy is a partner in the private client and tax team from Withersworldwide.

She advises individuals and families on estate planning, which includes matters relating to wills, trusts, family governance/constitutions and family/shareholders’ agreements, as well as establishing family offices, private trust companies, family charities and foundations. She helps clients to develop efficient holding structures and succession plans, not only for their personal bankable wealth but also for their real estate investments, special collections, and their family businesses.

Stacy has an active practice in helping families set up family foundations, philanthropic trusts, and ventures. She guides them in selecting the most suitable jurisdiction, and in establishing the appropriate structure for setting up their charitable vehicle in order to fulfil and achieve their charitable mission and objectives. Over the years, Stacy also served as charity trustee for various charitable and family philanthropic foundations and she is presently a director of B Lab Singapore, a not- for-profit organisation. B Lab Singapore leads economic systems change to support the collective vision of an inclusive, equitable and regenerative economy through building a community of purpose-driven businesses, developing partnerships and engaging the wider ecosystem of people, private and public sectors. Stacy is also a director of the Asia Community Foundation.

Stacy is a respected legal and tax adviser. She currently sits as a member on the Goods and Services Tax Board of Review which seeks to adjudicate disputes between taxpayers and the Comptroller of Goods and Services Tax (Inland Revenue Authority of Singapore. She has also been invited to be a member of the Modern Services Sub-Committee of Future Economy Committee (FEC) to develop and implement the industry transformation maps for the modern services cluster.

Peggy Moh

Board Member

Peggy Moh is the Chief Executive Officer of The Moh Family Foundation (TMFF). With a strong belief in inclusivity and equity, TMFF champions for individuals in under-resourced communities to grow to their fullest potential by improving access to education, vision care and social services. For the teams and organisations it supports, TMFF stands as a growth partner through long-term support and the encouragement of risk-taking and evidence-based innovation to enact positive change for human welfare. With work in the United States, rural China and countries within Southeast Asia, the foundation values global perspectives, with the fundamental goal of embracing diversity and fostering a sense of belonging for all.

Laurence Lien

Co-Founder and Board Member

Laurence Lien is an established Asian philanthropist and involved in a number of organisations. Laurence has chaired the Lien Foundation since 2009, and has been a board member since 2002. Lien Foundation is the third largest philanthropic organisation in Singapore (by grant size), and which is well-regarded for its forward-thinking and innovation-driven approach in the fields of education, eldercare and the environment. Under his oversight, Lien Foundation has disbursed over S$250 million in grants.

Laurence is also the Chairman of the Asia Philanthropy Circle, which has more than 50 leading Asian philanthropist members who come together to exchange, learn and collaborate. 

Laurence was the CEO of the National Volunteer & Philanthropy Centre in Singapore from 2008-2014, when he started up the Community Foundation of Singapore (CFS) in 2009, and became its Chairman from 2013-2019. CFS is the fifth largest philanthropic organisation in Singapore.  

Frederic Bertholon-Lampiris

Board Member

Frederic brings over 25 years of multidisciplinary leadership experience in finance, risk and operations across the wealth and asset management industry, spanning Europe and Asia.

He currently serves as Managing Director at AlTi Tiedemann Global (AlTi), a leading independent ultra-high-net-worth wealth manager that aligns capital with purpose for families, foundations and institutions across borders and generations, where he oversees the firm’s financial and operational strategy for its Singapore operations. He previously served as Chief Operating Officer of AL Wealth Partners (ALWP), the Singapore-based wealth management firm that is now part of AlTi.

Prior to this, Frederic spent over a decade at Deloitte’s Financial Services Industry practice, first in Switzerland and then in Singapore, becoming an Equity Partner, leading the firm’s risk and regulatory advisory practice, and managing a team providing strategic advisory services to leading banks and wealth managers across Singapore and ASEAN. Earlier in his career, he held senior risk management roles at the Swiss private bank UBP and EY, and began his career as a Senior Auditor at PwC, auditing international banks.

Frederic holds a Master in Management (MiM) degree from ESCP Business School and is based in Singapore.

Francesco Caruso

Co-Founder and Board Member

Francesco has been involved in philanthropy in Asia for the last 20 years. As the Head of the Firetree Group (www.firetree.org) oversees its philanthropic giving and programmes.

Since beginning his philanthropic journey, Francesco has overseen the disbursement of over US$120 million in grants. He spends his time between Singapore, the Philippines, Thailand and Cambodia, working with the management and Boards of local organisations as a director and/or an advisor and thought partner as well as funder. 

During his philanthropic career, Francesco has co-built and managed non-profits such as M’Lop Tapang, a Cambodian organisation working with thousands of vulnerable children, youth and families and led the restructuring of AHC, a leading children’s healthcare organisation based in Siem Reap. In the Philippines he co-founded and still manages the Tondo Community Initiative, a social work and child-protection organisation working in Tondo, Manila. 

After relocating to Singapore in 2020, he co-founded the Asia Community Foundation and serves as a director of South Central Community Family Service Centre and =Dreams (Singapore) Limited. 

The direct experience gained in working with nonprofits greatly informs his philanthropic giving approach.

Previous to his work with non-profit institutions, Francesco worked in finance and business development in North America and Europe. He holds a LLM degree (International Law) and a Master Degree in Management.

Elaine Yew

Elaine Teo

Board Chair

Elaine is currently a Non-Executive Director of Mapletree International Limited, Capital International Fund, Luxembourg and Clifford Capital Asset Management Pte Ltd.

She was a Non-Executive Independent Board Director of Monde Nissin Corporation a company listed on the Philippine Stock Exchange), as well as Olam International Ltd (a company listed on the Singapore Stock Exchange). She was formerly a Non-Executive and Independent Director of G.K. Goh Holdings Limited (a company formerly listed on the Singapore Stock Exchange). Elaine was previously a Senior Advisor and Partner at the Holdingham Group Ltd and a member on the International Advisory Panel of CIMB Group Holdings Berhad (a company listed on Bursa Malaysia).

Elaine’s investment experience was built at the Capital Group companies where she focused on Asian banks and global emerging markets, both as an analyst and an investment manager. She was formerly the Chairman of Capital International Research Inc., and Managing Director of Capital International Inc., Asia. 

In the non-profit arena, Elaine is the Chairman of The TENG Ensemble Ltd, an arts company focused on the development of a Singaporean musical identity and a Governing Board Member of Duke-NUS Medical School. She is also a member of the board at the Tsao Foundation. Elaine was previously a member of the board of Caregivers Alliance Ltd, Singapore, as well as the International Development Council at the Jesuit Refugee Service, Vatican City.

Elaine holds a Bachelor of Arts (Honours) degree in Experimental Psychology from Oxford University and a Master in Business Administration degree from INSEAD.

Anthonia Hui

Board Chair

Anthonia’s multidisciplinary knowledge and international experience give her a unique perspective on investments and wealth. Her four-decade career has spanned the world’s most recognizable financial firms, including positions across Hong Kong, Europe and Singapore.

Anthonia co-founded AL Wealth Partners (ALWP) Pte Ltd, a Singapore-based specialty firm for global accredited and institutional investors which is now part of AlTi Tiedemann Global (“Alti”), and led the firm for more than 15 years. As a trusted advisor to families, Anthonia manages multiple generations of wealth and performs key family office functions as a trusted advisor.

Anthonia was recognized as an “IBF Fellow” by the Institute of Banking and Finance (IBF) in 2014 for her contribution to the industry. She is a passionate advocate for philanthropic causes, from women’s and children’s nutrition to assisted-living and dementia care and is also a frequent speaker at international wealth management, regulatory and family office forums.
